Require clear and convincing evidence before issuing domestic violence restraining orders. Require judges to favor 50% custody where possible. Require judges to grant custody of children over the age of 5 to the higher wage earner, as the higher wage earner is less likely to need government assistance. In cases where there are allegations of that could result in loss of unsupervised contact with child, the accused shall have a public defender if he or she cannot afford an attorney. Judges shall be required to order a psychological and custody evaluation in cases of alleged domestic violence. Upon evidence that one party has falsely accused the other of domestic violence, judges shall be required by law to refer said suspected perjurer to the DA's office for prosecution for perjury.
