End around judicial nominations.

This position is to allow the president to go around Congress for Supreme Court nominations. Should Congress not act within a given time frame from when the President announces a pick for the Supreme Court, they should be held in breach of their duties to "with the Advice and Consent of the Senate" have a say in the matter. The Senate doesn't seem to be advising the president now and so consent should not be necessary for an appointment. You do your job, you get rewarded. That seems fair enough.
