Since 1989, Congress has been receiving automatic pay increases to match the cost of living without Congress having to go on the record for voting for a pay increase. Congress has had over a $10,000 pay increase over the decade. Pay needs to be link with the number of votes placed in within the year. The American people need to see that the Congress is still at work.
