End Civil Forfeiture Laws and Charge Officers that Abuse Them with Theft

Civil forfeiture is a disgusting practice that is continually abused by corrupt cops. A recent NPR article described systemic abuse in Oklahoma where money stolen from citizens is being used to pay rent and student loans. Money can be taken without ever being charged with a crime. A Washington Post article showed how the city of Philadelphia took $2.2 million from its residents. Only 1-in-10 seizures were in amounts greater than $1,000.
This needs to be stopped. The President needs to address this issue and urge Congress to pass a law banning all states from stealing from their citizens. If that can't be done, then at least make sure that the dirty cops that abuse this system are sent to prison where they belong.
