end the common practice of military recruiters instructing candidates to lie about their medical condition.

It is currently common practice for US military recruiters, to instruct candidates to hide their full medical history from doctors during the initial physical, in order to avoid their disqualification. From my personal experience, even the slightest blip on the radar will cause a military doctor to disqualify a candidate barring a full investigation requiring a complete medical history from birth. I've worked in defense, and the soldiers I've interacted with have all agreed that the majority of soldiers in the military are all hiding something in their medical history for just this reason, and our soldiers should not be the victims of this corruption. Either doctors should be more realistic with their examinations, or recruiters should not be judged based on their numbers.
