End Congress' Ability to Give Themselves a Pay Raise.

Congress should no longer be given the option for an automatic raise!

Congress is given an automatic pay raise every year unless they vote against one. They have not received a raise since 2009, but have to spend time voting no when they should be working on more important issues like balancing the budget.
