Recommend a 28th Amendment to the Constitution. Repeal and replace the 22nd Amendment as follows:
No person shall be elected to a federal office, including but not limited to both houses of Congress and the Presidency, under consecutive terms. This article shall not apply to any person holding a federal office, including but not limited to both houses of Congress and the Presidency, when this article was proposed by the Congress, and shall not prevent any person who may be holding a federal office, including but not limited to both houses of Congress and the Presidency, during the term within which this article becomes operative from holding a federal office, including but not limited to both houses of Congress and the Presidency, during the remainder of such term.
