Hiring contracting companies to do work that can be done by federal employees costs the government tens of billions of dollars in waste. Contractor employees that work on federal government sites are identical to federal employees in every way except that they cost more (overhead and loading) and have less job security. The extra money that contractors cost goes to the bottom lines of federal contracting firms, making this a direct transfer of wealth from the taxpaying public to wealthy stockholders.
