Contracting Overseas are being indicted and convicted by the scores due to corruption, kickbacks and taking bribes from foreign owned business owners who are not being held accountable and punished by the Department of Justice. The Small Business Plans are already a part of the Prime Contracts, but contracting officers are far less likely to get a kickback or bribe from a U.S. Registered Small Business that is a set-aside. The law already states that 45% of all subcontracted dollars go to U.S. Registered Small Businesses, yet the contracting officers are not enforcing these terms and conditions. This is costing U.S. Small Business and denying money that would most likely flow back into their hometown communities. Enforcing the utilization of Small Business Plans will reduce corruption.
