End the current Welfare system and all its wasteful spending.

The current welfare system in our country is a joke.It needs to be completely analyzed and revamped.The majority of applicants in the welfare system take advantage and abuse what the system was actually designed to do.It was meant to assist,not support.We do not give proper incentives to get those off of welfare and help those who do abuse the system to understand and accept personal responsibility for themselves or their families.We need a system that is built on charitable giving instead of tax payers expense.We need a more strict set of rules as to what applicants can and can't do with welfare. Example,allowing applicants to buy junk food and cigarettes, and then turning around and having tax payers pay the medical bills is not fiscally responsible.This is just a summary of my issue.
