End Daylight Savings, No more "Spring Forward-Fall Back"

My petition is to end the the Spring Forward/Fall Back clock adjustments we all make every year. Many countries have never used this, and others have stopped using it. Studies by many organizations have shown there is no significant energy or monetary savings. Refer to research links at Wikipedia at: http://en.wikipedia.org/wiki/Spring_forward,_fall_back#Mnemonic
Other studies have shown that making these clock adjustments actually costs money. My petition will require that the Coordinated Universal Time, also known as UTC (Universal Time Code) be adjusted worldwide by 30 minutes. So the next Spring forward would become 1:30 AM, or if this petition takes longer, we would fall back to 1: 30 AM. If you agree that adjusting clocks is a waste of time, please sign! Thanks!
