End the deadlock in Congress by reforming our elections.

1. All voters will choose as many candidates as there are Seats in the House of Representatives from their State. That is, the Representatives will be elected "at large" within their respective States. No primaries will be held for Representative; instead, all candidates will stand in the general election.

2. No primaries will be held for Senator; instead all candidates will stand in the general election.
