The Death Penalty is an affront to basic human rights. It is not an effective deterrent, and it is no longer practiced in most developed nations. It promotes killing as a solution to violence, and it is not handed down in a fair manner in many cases. And it is more expensive than housing prisoners for life.
The death penalty should be outlawed at a Federal level so that it cannot be practiced in any state.
