This action to force government to end deficits and stop spending is from a quote by Warren Buffet as to a solution.
"I could the deficit in five minutes. You just pass a law that says anytime there is a deficit more than three percent of GDP all sitting members of Congress are ineligible for reelection."
I would even add the President's being ineligible for reelection.
