A provision of the 2006 Magnuson-Stevens Reauthorization Act granted the Secretary of Homeland Security additional powers regulating harvesting of highly migratory fish in the Pacific.
The DHS has utilized this provision to mandate that US fishing boat captains detain foreign laborers and seize their passports. Because of this provision, human trafficking victims are routinely used for involuntary labor and are denied remedy in US Courts.
Many of these indentured servants would qualify for refugee status, if they successfully escaped their unlawful detention.
The President can end this policy at any time by executive order.
We the people call for the enforcement of the 13th Amendment and an immediate end to the unlawful detention of all involuntary servants on all US ships.
