Non-violent offenders do not deserve to lose the right to vote. They should not face discrimination on job application forms. They should be able to receive housing assistance and financial aid to live and get an education to better themselves and empower them to benefit society as a whole.
This is the best way to keep people charged with non-violent offenses from returning to prison because it creates opportunity upon release from incarceration as opposed to the current system that gives little to no options or available outlets for returning to and becoming a productive member of society.
Less people in prison means less Federal funds going to encarceration, which can in turn be used to create jobs, increase the quality of public education, restore funding levels to federal programs, etc
