End discriminatory practices at the Red Cross and FDA prohibiting healthy homosexual citizens from donating blood

The Red Cross states, "HIV and other transmissible diseases cannot be contracted through blood donations", yet the FDA and Red Cross refuse to accept blood donations from healthy homosexual citizens.

The Red Cross later states, "It's important to understand that blood safety is a public health issue, not a social policy issue." According to Avert.org, "As the pie chart below shows, blacks/African Americans accounted for the largest proportion (43%) of people living with an AIDS diagnosis in 2008" and "Two-thirds of female adults and adolescents living with an AIDS diagnosis in 2008 were infected through heterosexual contact."

Please explain why the two groups w/ the highest HIV rate, African Americans and heterosexual women, are allowed to donate blood while healthy homosexuals are NOT.
