End the dishonest practice of Congress hiding semi-related or unrelated bills in larger bills.

Create an executive order that requires congress to express all purposes of the bill in question in order to prevent the hiding of smaller and often unrelated bills inside of larger budget or mundane bills. This would prevent abominations such as the Monsanto Protection Act in the budget bill that recently passed, and other unintended consequences such as the pro-gun addendum in the Healthcare Bill.
