End the Electoral College system and allow the Popular Vote system to let the "consent of the governed" speak for itself

The Declaration of Independence clearly states that "Governments are instituted among Men, deriving their just powers from the consent of the governed, - That whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or to abolish it, and to institute new Government, laying its foundation on such principles and organizing its powers in such form, as to them shall seem most likely to effect their Safety and Happiness." However, I feel the Electoral College system is more destructive than productive in determining the "consent of the governed." A presidential election in the United States clearly has two systems of voting: electoral & popular. Only one truly counts (electoral), and that system does not favor the "consent of the governed."
