The federal government can control overpopulation of cats & dogs across the nation by using funds presently appropriated to animal shelters for boarding & euthanizing strays and unwanted pets. While this is presently being done primarily on the county/city/state level, there are not enough funds available to help low income individuals, rescue groups, and animal control services to contain the pet population. With Federal funding, all states and counties would be equally able to fund free or low cost spay/neuter, regardless of local government funds. All states & counties are not equal when it comes to funds, therefore if a person lives in a poorer county/state, they cannot obtain assistance with spay/neuter.
