All federal laws enacted by Congress and signed by the President shall pertain to all federal elected representatives, senators and the president and vice-president.
Whatever percentage Congress cuts in overall non-defense budgets will trigger the same percentage cut in Congressional and Executive salaries; personal, staff, office and travel expenses; health benefits; and retirtement benefits.
