Fake news has become an epidemic, but it is a difficult problem to address. As long as these fake news sites abide by a few rules (namely disclaimers about the nature of their articles, which they can hide in fine print or on a different page from the fake news article they're peddling), they are protected by freedom of speech.
So what's the solution?
Create a Top Level Domain (like a .com or a .org) that's sponsored by the US government. The government already does this with some other TLDs (.gov, .edu, .mil), and it ensures that people can trust it as a reliable source. If congress (or the General Services Administration) sponsored another TLD (e.g. .news), they could reserve access for CREDIBLE NEWS SOURCES ONLY that are bound by journalistic ethics and fact based reporting.
