End the Federal Governments backing of "Puppy Mills" or any mass breeding of household pets.

The practice of mass breeding or Puppy Mills is a huge problem in America. Not only is it cruel to the animals kept in small wire cages being literally bred to death. America has a huge pet over population problem. Puppy Mills only add to the problem. Its legal in the "Land of the Free" and the USDA is even in charge. When did dogs become livestock/crops? There is zero reason that household pets in America need to be mass bred in small cages/kennels. The government wants to save money, how much is spent on puppy mills? Add in the cost of all the shelters/rescues that end up trying to care for all those unwanted pets. Sign and lets make a change no more puppy mills in America. The breeding of pets should happen in homes not in sheds with barely any actual care or interaction with people.
