No more filibuster in the Senate a majority as in the House is needed to pass a bill. Re-design the Senate to functional legislating body. Term limits, 4 year cycles, etc...
One another note introduce the procedures in a federal level to bypass Congress and the President to everyday Americans have a say. There procedures are; referendum, and initiatives. Similar to the Arizona measures.
