The Time-and-Materials Contract is one legal method by which private companies steal from the taxpayer. Here is a brief explanation:
1) GOV requests a product or service - let's say it's a new widget
2) Company X responds with "OK, we'll make that widget, but we don't know how much it will cost (which is usually a LIE) but we will put in a nice low bid.
3) Company X recieves a "Time-and-Materials" contract, and proceeds to OVERCHARGE the GOV and the GOV has little recourse.
4) GOV pays Company X several times what the widget is worth, and TAXES GO UP!
Even when the widget is a super-special thing, a good company can bid on what it costs. Tell corporations: "If you can't estimate up front YOU CAN'T BID!" Make the T&M Contract ILLEGAL ACCROSS THE BOARD and SAVE AMERICA'S MONEY!
