Gerrymandering (drawing congressional districts to serve the needs of the incumbent party) results in most House seats being "safe" from challenges from the other party. The only contest is with more radical members of the incumbent's own party in the primary process. This leads to electing representatives who do not have the ability to compromise/govern.
