It should be voters who choose their leaders, not the other way around.
Yet, that is exactly what happens every 10 years after the census. Each state is tasked with redrawing their voter districts, and the party in charge seizes this opportunity to dilute any districts whose voters lean the opposite direction. The consequence is that each party grows more extreme by the decade, resulting in the gridlocked, do-nothing congress we have today.
Strict guidelines and independent commissions are crucial to fair redistricting. The Supreme Court has stated that "too much" partisanship in redistricting is unconstitutional, but have not agreed on what that means. Congressmen/women have too much to lose in this fight. Only the president has the power to give the voters back their voice.
