State legislatures have been redrawing districts to make as many as possible "safe" for the dominant party. Example: the GOP/Dem breakdown in OHIO slightly favors the GOP, but the congressional delegation is 12-3 GOP. A recent New York Times report states that only 35 Congressional seats are competitive between the parties.
Congress has the power to change this. The last effective apportionment bill was passed in 1911. It required that Congressional Districts be contiguous, compact, and of substantially equal population. CA and FL have adopted reforms that take the process out of the hands of state legislators.
This petition asks that the Federal 1911 apportionment statute be restored for states that do not adopt reforms as in CA and FL.
