This petition calls for a national standard for defining federal voting districts based upon the Iowa model. The gerrymandering of federal voting districts within states is a major factor in creating a non-representative and disfunctional goverment. These districts should be defined based upon non-partisan rules. The Iowa constitution has created a method of non-partisan redistricting that is a model for the rest of the country. It calls for an equal distribution of population between districts based upon contiguous geography and bans any division based upon political party. This model provides for districts that are competative and more truly reflect the nature of the state and it maintains the value of the principle of "one person, one vote."
