In most states hunters are already required to take a hunters safety course before they can purchase a hunting license.
Conceal and carry permits are issued only after the citizen takes a required safety course before a license is issued by the county sherrif.
Citizens that own guns are already well aware of these requirements. There are already well established gun instructors that can conduct the classes.
During these classes the instructors will have time to evalute the citizens attending the course and allow for proper mental health and background checks during the course.
Those that pass the class can then purchase a yearly license.
