The mass incarceration of the War on Drugs facilitates Gerrymandering in favor of rural white prison hosting communities and disadvantages pluralistic urban communities that people are removed from.
The U.N estimated in 2003 that the retail value of the U.S. intoxicant drug market was $141 BILLION a year. More recent estimates of the cost of enforcement for the federal government alone is more than $42 BILLION each year. A 33% tax on the retail market would generate some $47 BILLION a year while saving much of the $42 billion now spent.
The combined states could also save much of the more than $62 billion a year they spend incarcerating poverty oppressed Americans enticed into drugs and crime by the $141 billion in easy money that sloshes around in the Drug War created black markets.
