End the "Job Creator" myth

The idea of "Jpb Creators" has be proven false in practise, let's try something that works.

"There shall be no tax incentives or subsidies provided to any individual, group, organization, business, or any other entity prior to the actual creation of a job. All subsidies will be proffered only after the creation of any particular job created and on a per job created basis."

Why not subsidize only those wealthy or those businesses that actually create jobs. In this way, the American taxpayer save a lot of money: Instead of giving away 100% of the taxpayer dollars to the "Job Creators", we should only subsidize those jobs that are actually created. If only 20% of the jobs promised are created that represents an 80% savings to the taxpayer.
