End the law of jobs having to provide insurance to part time workers

The law of forcing employers to provide insurance to part time workers does seem like a good idea but either 1 of 2 things must follow it. Either 1) jobs can't minimize work hours because of the law or 2) end it all together. All this does is get people's hours cut and make it where you must have 2 part time jobs to make ends meet. The majority of businesses will only cut hours not to have to provide insurance resulting in 1. Less income on the workers 2. Less jobs because people will need more then 1 to survive 3. Rise in unemployment due to lack of jobs/hours 4. Poverty for middle and lower class family. My story is a good example. I work for the city part time but work sometimes 40hr week. Hours are cut because they don't want 2 offer insurance. I must find another part time job to live
