End the legislative rider system, so that each Bill would receive a transparent YES or NO vote on its standalone merits.

Congress represents special interests more than public interests. It is standard practice to attach pork and special interest riders to Bills which have clear public interests in mind.

Thus, the President should propose legislation eliminating the rider system, forcing members of Congress to vote with common sense and public interest in mind, lest they be publicly shamed.
