The family care plan deployed by the US military is set up to deal with issues that could arise while the service member is deployed. This policy is also being used by the military to deploy duel serving military spouses at the same time(AKA) A husband and wife that are both on active duty in the uniformed services. With this policy the US military have and will continue to deploy both husband and wife together to war zones regardless if dependent children are at home. It hasn't happened yet to my knowledge or research, but the potential is there, that both parents could be KIA and any dependents would be effectively be left orphans.
