End or outlaw the warrantless use of GPS trackers on American citizens.

The Obama administration is defending the use of GPS trackers on American citizens without a warrant. The argument, quoted in Wired article (http://www.wired.com/threatlevel/2011/11/gps-tracker-times-two/all/1) says "citizens have no expectation of privacy when it comes to their movements in public so officers don’t need to get a warrant to use such devices."
Imagine this argument used in defense of someone using a similar device to track a former significant other.
The next step could be warrantless tracking using somebody's personal GPS devices or even of cell phones containing GPS systems.
