End the Partisan Hold on the Nations Economy

“Should any Congress fail to produce and pass a balanced budget by the last day of the fiscal year that encompasses the full following fiscal year, immediate term limits for both the Senate and House of Representatives will be in effect and all members of both houses will be deemed no longer eligible for membership to the U.S. Congress after the end of their current term for as long as they live. Passing a balanced budget after the aforementioned date will not supersede those term limits once placed into effect. ”

This preserves the powers of the Congress to pass a balanced budget, forces fiscal responsibility on both sides of the aisle, and places the burden of failure squarely on the elected representatives and not on the American People. I propose naming it "Desequestration Amendment"
