Both parties are guilty of crafting legislation that is designed to fail. The bald faced cynicism of this is apparent to everyone but the parties continue the practice in the knowledge that in the next election cycle they can exploit the opposition's votes to their own advantage.

Too much is at stake to allow this process to continue. Both parties can eliminate this practice by adopting a new template for legislation that includes a simple legend of the provisions of each bill, the reasoning behind them, and a definitive assessment of their chances of passage.
