End poll taxes implemented by individual states also known as voter ID challenges.

As it has become fashionable as of late for many states to implement the "voter id" poll taxes, the Federal Government should:

1) make each state reimburse the federal government for each application by 200% (100% to be refunded to the citizen taxed and the other 100% to help the federal government to help pay off our debt).

-or-

2) discount each vote cast for the incumbent in such states by two for each person denied the right to vote at the poll based upon lack of "sufficient" ID.

This action should be implemented at the executive level and not at a congressional level due to conflict of interest (much like congress deciding it's own pay raise?).
