End publicly funded primaries at the state and federal level for the RNC and the DNC and institute publicly funded, open ballot primaries where all the candidates are listed on the ballot, and every registered voter sees all of them and can vote for a given candidate without regard to that person's party affiliation.

Independent, non-affiliated voters now form a large minority of registered voters. In many states they are excluded from party-sponsored primaries or must temporarily declare an affiliation in order to vote. This is unfair. Furthermore, public funds should not be used to support the activities of private organizations such as the RNC and the DNC; independent voters are forced to pay for a system which often excludes them and trespasses on their right to enfranchisement.
