This has become an out and out plague on our society and our daily lives. For years the government has been utterly incompetent in stopping it. We can create technological solutions and partnerships to fix it, but our government doesn't take it seriously enough. There needs to be political will, new investigative methods, a budget for it, and passage of law that punish these people severely when caught with many years in jail and enormous fines. The onus also needs to be shared with the cell phone companies and fines put in place to force them to stop this as well. We should not stop until this scourge has been pushed to the ends of the Earth. We can do this. There are solutions. Incompetence and irresponsibility in government is allowing this to happen.
