End senseless subway violence by limiting subway capacity and ban all "assault subways", which have rails

On Monday, December 3, 2012 a man was pushed off a subway platform and into the path of an oncoming train, and killed. The same thing happened on Thursday, December 27, 2012. I believe that subway violence can be ended by implementing the following subway reforms:
1: ban the use of "assault subways". These subways can be easily recognized because they have rails. No one needs a subway with a rail on it.
2: Ban "semi-automatic subways", because if commuters had been pushing the train instead of using a semi-automatic action, the train would not have had time to kill so many people.
3: Ban "high-capacity" subways, which hold more than 30 people. No one needs that many people on their subway. I push for a more reasonable number, such as 10.
