End subsidies to profitable corporations, particularly industries profiting from fossil fuels. Use funds instead to subsidize waste management companies, funding roadside recycling pickup programs for the entire country. It is generally very difficult for waste management companies to turn a profit off road-side recyclables pickups, hence why they don't do it, but it's something that should be done, particularly given that the fuel is already being burned in their rigs to pick up regular trash.
Everyone should have access to a road-side pickup program. Gov't could give incentives via small tax breaks to waste companies that implement road-side recycling pickup programs.
