Non-custodial parents who cannot make child support payments due to unemployment should not be punished with the suspension of passports and driver's licenses for not being able to find work. Doing so is counter-productive and in the end only hurts children and their families.
While there must be effective tools available to collect support from parents who refuse to pay, the garnishment of wages, seizure of assets, and imprisonment for contempt are more than sufficient to enforce payment from parents who are purposely avoiding the financial support of their children. Suspending driver's licenses and passports to people who are unemployed only serves to limit opportunities for the unemployed and makes it harder for families to get the financial support that they need.
