Millions are spent each year by the Federal government out of fear of losing leftover funds and the risk of a reduced budget in the subsequent fiscal year.
If agencies were allowed to bank some reserve funds for the following year, this practice could reduce waste, improve efficiency in managing budgets, and save taxpayers money.
