end the use of threat of removal of the The National School Lunch Program to force Federal control over state education.

In past decades, the National School Lunch Program (NSLP), a federally assisted meal program operating in public and nonprofit private schools and residential child care institutions has provided nutritionally balanced, low-cost or free lunches to children each school day. The program was established under the National School Lunch Act, signed by President Harry Truman in 1946.
However, the Federal government has increasingly used this program as a lever, threatened it's removal, when State governments and local school districts refuse to make changes desired by the Federal government. It is an unethical, indirect method of circumventing the rights of local and state governments to control education, specifically left out of the Constitutional listing of powers of the Federal government.
