End the USPS monopoly on first class mail. Provide a rebate to people who opt out of home delivery of their mail.

Currently, the USPS delivers mail to the home of the recipient. Allow people to rent the equivalent of a PO box at a central location in their town. Have the USPS deliver all the person's mail to their box at that location. Since it costs less for the USPS to deliver to a central location, rebate a portion of the price paid by the sender to the recipient. That rebate can then be used by the recipient to pay a private carrier, the person who delivers your newspaper in the morning, to deliver their mail from the central location to their home.
