End Vehicle property tax in the state of virginia

I would like to introduce a petition on behalf of the people of the commonwealth of virginia to completely abolish the state vehicle property tax.we as the people feel that since we already pay state income tax, that there is no need to further burden the people with and added tax every 6 months.the roads on virginia' s interstates are falling apart despite the extra tax forced upon the people.
