End the debate on whether or not political parties are "buying" votes by offering "free stuff" to potential voters. Federal Assistance was designed to be a "safety net". If a citizen finds themself in this "net", then they should exchange their right to vote during the time they are being assisted, and 4 years after the point they come off assistance. Otherwise, it is a conflict of interest, they are voting on somethign they receive direct monetary benefit from. This is not allowed in most other arenas. As an example, if a city council member owned a street-light company, they would not be allowed to vote on a petition to add street lights to their city. A study should be performed to determine which specific assistance programs would temporarily suspend voting rights.
