Here's how: 1) Follow Oregon's example and make all voting by mail, and charge the Social Security Admin with issuing Voter ID cards as soon as someone reaches 18. 2) Do as other countries have done and make voting mandatory (like jury duty), and with universal vote by mail, there will be no excuse.
